two companies come to mind: 

arcana networks: they rely on partition/CSS, etc to do provisioning though. 

radianta: they do custom stuff even for Cisco.

Anyone know of software developement companies that can write custom front ends for Cisco UCM, Unity, CME, CUE, and company specific applications? We have tried Cisco Provisioning Manager; but would like an alternative. App needs to isolate provisional abilities based upon support tier and admin per-site privledges. This is a deep requirement; but, inteneded to expedite the support chain and best utilize all levels of support without making 500 SMEs.
