[cisco-voip] Restricted vs Unrestricted CUCM Versions

I've not seen anything on this anywhere including any of the partner material I have access to.
I do see the following note on the download site:
When upgrading from 5.1.3, 6.x, or 7.x <= 7.1.3 to the unrestricted 7.1.5, this COP file must be installed prior to the upgrade. If the COP file is not installed, the software will not recognize the upgrade file or media as valid.
Hopefully Wes or Ryan can shed some light.

I am confused about Restricted vs Unrestricted CUCM versions. From the latest 7.1.5 release notes:

Before you upgrade from Cisco Unified Communications Manager 6.x or 7.x to unrestricted Cisco Unified Communications Manager 7.1(5), install the unrestricted COP file that you can find here (copy and paste):

Does that mean that to keep CUCM 7.1.5 restricted do not install the COP file or that 7.1.5 is only an unrestricted version?
