"Before you upgrade from Cisco Unified Communications Manager 6.x or 7.x to unrestricted Cisco Unified Communications Manager 7.1(5),"

If you are not moving to an unrestricted version, forget it exists and go on with life as normal.

I am confused about Restricted vs Unrestricted CUCM versions. From the latest 7.1.5 release notes:
Before you upgrade from Cisco Unified Communications Manager 6.x or 7.x to unrestricted Cisco Unified Communications Manager 7.1(5), install the unrestricted COP file that you can find here (copy and paste):
Does that mean that to keep CUCM 7.1.5 restricted do not install the COP file or that 7.1.5 is only an unrestricted version?
