[cisco-voip] Restricted vs Unrestricted CUCM Versions

>From what I understand, an upgrade of 7.1(3) to 7.1(5) would continue to be restricted, but a new install of 7.1(3) would be unrestricted. 

Which kinda puts a kink into our established practice of trying to have the latest install media so we don't have to patch things too many times in the event of a failure.

If you are not moving to an unrestricted version, forget it exists and go on with life as normal.
