[cisco-voip] invalid information element

The invalid information element appears to be in reference to the Alerting with PI 0x8188 trying to cut through audio to play ringback in-band.  You can change this via CUCM service parameter or on the gateway's dial-peer.

There's nothing funky that I see with the calling party number.  Does CUCM see it in the H.225 Setup message?
