Try configuring the route pattern/route list with pre dot instead of pre-at.
This might help.

Is this the only RP in your system?

Hi All,

We are experiencing a problem with the AUNP in CUCM 7. We have configured 1
Route Pattern (0.@) with discard PreAt and Provide Outside Dial Tone.

The problem we are experiencing is that when we dial 0 (access code),
outside dial tone is not provided, only after entering a non '0' digital is
outside dial tone provided.

Any assistance would be appreciated.
