I believe the answer to your question is Yes, it works very much the
same way a cisco cluster does, with one copying the other's config.  The
only difference I remember is where they usually remap 911 to 912 and
send it to the CER server, they add a 913 to go to the secondary CER
server.  Just remember that your call "passes" through the CER server so
your e911 reliability 

 

Cisco has some good, yet still confusing documentation on this on their
website.

Is it possible to setup some kind of HA cluster for Emergency Responder.
Even better, it is possible to separate the cluster via a WAN?
(Different subnets, different buildings?)
