There are "system contacts" ... not ideal, but it should help.

Hey does anyone know if there is a way around having to record a name for subscriber for a directory handler to be able to find the said subscriber ?
I'm having to add 50 internet subscribers because they are CIS agents and don't need or want to pay for voice mail licenses. These agents have to be able to be found via the global directory handler and so far it looks as if I have to record a name for each one for it to work.
Is there a work around ? Its Unity 7.02
