[cisco-voip] cleaning up the <none> partition...MWI on/off in particular

Phones only need to see them if you want people changing their lights manually.  Otherwise only the vm ports needs to see them.

Just wondering what's the rules for that...is it just the DNs that have to dial the MWI on/off extensions or do the voice mail ports have to dial them as well?
