[cisco-voip] secondary dialtone on @ route patterns (weird behaviour)

possibly a little less intuitive but what about setting autoregistered
devices to use a specific css. in that css have a partition that
contains a translation pattern that is just X with urgent priority (in
CM older versions all TP are urgent priority by default).
User experience should be that the translation pattern is matched (and
selected) when the first digit (any digit) is dialed.
