4 digit numbers should never match 9 digit dial-peers. And then again, I
agree with Ted, getting some more digits from the provider should also
help. Matching on four periods is a little bit generic.

Why not request the provider send 10 digits so you have a bit more
control. This is typically something they can do on the fly and it tends
to make inbound translation profiles a bit easier to manage.
