DA is real time and must depend on information in memory, there is no
time to do a database dip.
That said in all default features I am aware of a call placed on the
subscriber does not depend on the publisher database. This is subject
to some interpretation:
1. this assumes no IPCCX/CRA/CUEA or other custom scripting involved
that may attempt to intercept calls and attempt some lookup via AXL.
This would be atypical but it possible.
2. Contents of the publisher database would be replicated to the
subscriber (or not replicated if replication broken). Consider the case
of a phone registered to the publisher setting call forward all to a
cell phone destination. If replication is broken the CFA change only
occurs on the publisher. The subscriber is not informed of the change.
A call initiated from a phone (and specifically line) registered to the
publisher would route to the CFA destination. A call initiated on a
phone (and specifically line) registered to the subscriber would NOT
ring the CFA destination.
In this way you could say that call processing is dependent on the
publisher database. It is a 2nd order abstraction rather than a direct
correlation.
