[cisco-voip] Determining the Last time a sccp device was registered CCM 4.1.3

covered several times on the list but easy enough:
from the command line:
mmfspy a

run on each server.  'regchgti' is registration change time, reflects 
the last time CM processed registration for that device.  This is 
flushed after CM service restart and after RIS timeout as determined by 
RIS service parameters.
