[cisco-voip] South Korean Numbering Plans

Hi Johnny,

I just completed this implementation a couple of months ago. There is no Cisco installed dial plan. This is what I came up with and seems to be working ok with the users in Korea. The main problem is a lot of their numbers are variable length, so you'll need to teach them to use the "#" key after dialing some of them. I'm sure there's room for improvement on these as well.
