[cisco-voip] making changes on publisher vs other subscribers

I'm not all up to speed on the publisher/subscriber database changes that have happened from 4.1 to 7.x. 

If the publisher is down, can we allow users to make CCMUser changes on another subscriber? 

I'm (hopefully) installing a reverse proxy server which can do load balancing and am wondering if I can point it to multiple subscribers with (or in place of) the subscriber. 

What's the Cisco suggestion?
