[cisco-voip] Unity Connection (Version 7.0.2ES26) VisualVoicemail

I deleted the phone service completely, then recreated it using the URL only
with voicemail_server=<IP ADDRESS> and it works. 

Weird.

Is that hostname resolvable using the DNS server that your phones use?
You might need to use the FQDN for that parameter.
