[cisco-voip] ATA186 config page only accessible from same subnet?

I'm working a faxing problem with my VAR involving ATA186's and 2900
routers.  (Hopefully this will be the last ATA we ever purchase)

TAC has given him some settings to change on the ATA via the http://x.x.x.x/dev
page.

problem is, we only seem able to access the /dev page from the same subnet.
We can access the root URL http://x.x.x.x and get a webpage back (in the
pretty cisco colors) that says "Invaild Access".  It responds to pings, but
the /dev page won't display.

Anyone have ideas?
