[cisco-voip] Preferred IOS 15 Version

I would say there is more reason than ever to have the latest mainline
code in v15 than in 12.4. In 12.4 you ran the risk of some minor bug
causing more problems than it solved. In v15 with such few bugs
meeting criteria to be fixed, the chances of a new bug being created
are much lower.
