[cisco-voip] Converting H323 to SIP

I am using CME 4.1.The default protocol used by cisco routers is H323.I want
to use SIP.For converting from H323 to SIP can i just change protocol in the
dial-peers?

The reason is pstn fallback is working in H323 but it is not working in SIP.
