[cisco-voip] 7985 cannot dial out...

OK, I have a 7985, configured identically to a 7962, the 62 can call
everywhere... the 7985 cannot.

We see the following in the ISDN debugs:

   Cause i = 0x82B2 - Requested facility not subscribed

Which indicates to me that it is trying to make a video call to the PSTN and
making telco mad.

It is clearly trying the first PRI, getting denied (but with normal call
clearing????) and then tries again and then denied on a different reason....

Gateway is H323 with CUCM 7.1.3-31900
