[cisco-voip] 7985 cannot dial out...

OK, I have a 7985, configured identically to a 7962, the 62 can call
everywhere... the 7985 cannot.
We see the following in the ISDN debugs:
Cause i = 0x82B2 - Requested facility not subscribed
Which indicates to me that it is trying to make a video call to the PSTN and
making telco mad.

It is clearly trying the first PRI, getting denied (but with normal call
