[cisco-voip] Inbound Call ID strips first zero

My inbound caller ID strips off the first zero

 

So instead of 075151 xxxxxx

 

It show 75151xxxxxx

 

How can I get the zero back?

 

What I would like to do if possible is prefix inbound external calls
with a 9

 

That way on received/missed calls it will show 907151xxxxxxx and the
user can redial from there.

 

My gateway is configured for MGCP
