[cisco-voip] CUPS phone offhook

Hey all, I'm running CUPS 7.0 with CUPC and everything works fine, except
when I go off hook it doesn't show up on the client. I can do everything
else from the client i.e control desktop phone, dial, go DND, get voice mail
and IM.  I tried looking at the CUCM to see if its sending a SIP PUBLISH to
CUPS, but I don't think I'm looking the correct logs.
