Try asking your telco to require that people send their caller ID.
your telco can most likely provide you with a service that doesn't
allow inbound blocked numbers.

You can use a translation profile to block incoming calls with a
translation profile (which _should_ allow you to match based on
calling or called number) but you'll need to be using an h.323 gw to
do this.

I'm not sure how to do this, or if you can, in CUCM. you may want to
take a look that the MCID feature. that could probably help you.
