Actually, I think it's a combination of paging and conferencing.

Conferencing, in that everyone can dial into a central number and can 
mute/unmute themselves using "*6"

Multicast "paging" (but to the handset only), so that I'm not sending 65 
unicast streams to one office if there are 65 listeners.
