++ I like Ryan's approach here.
Logout of a phone, wait for phone to reset, download config file using a 
TFTP client on PC.
Login to phone, wait for phone to reset, download config file using a 
TFTP client on PC.

Diffs in the files should help to indicate configuration differences 
that lead to reset vs. restart.
