[cisco-voip] "Request pending..." when trying to access IPPA service

Is 100 really the first octet in the ip address?  Not that it couldn't bee,
it just looks odd.

Try browsing to that url from your pc.  Does it work from there?  Does it
work from anywhere that you know of?

In your browser, you should get a simple XML document back, and depending on
your browser, it may show the XML elements, or it may not.

Lastly, if you're down/down, you could bounce the BIPPA service without
impacting call center calls.
