[cisco-voip] Odd Call Park issues with 7.1(3b)SU2, not paying attention to CSS Partition order

PhoneA = DN=1001 with MiddleTown_LD_CSS = 1.Site_Features_PT, 2. Phones_PT = Registered to CCM7

Call Park = *1X in Site_Features_PT on CCM7
                      *2X in Phones_PT on CCM7

When I call 1001 and he parks me it shows Call Parked at *20 instead of *10.  It's like the server CCM7 instead paying attention to the phone's Call Search Space order correctly. Should I try restarting CallManager ? I did go into the CSS and change the order of Site_Features_PT and Phones_PT but it didn't resolve the problem.
