Yes I meant BLF for corporate directory and missed/place/dialed
numbers...when the same number is in different partition you cannot see
the status for both numbers.

If you are talking about CUP Presence, then the Subscribe CSS is no
longer required on the SIP Trunk. As CUP 6.X and later use the new
PUBLISH method rather than SUBSCRIBE/NOTIFY.

If you are talking about BLF Speed dials, then the Subscribe CSS is
still required.

Any workaround for the below:

User DN>>>1000 on Device "phone" in partition logout and Device profile
is 1000 in partition login...can other people in the system see the
status of the phone during EM login and logout???

The idea behind the CSS is so that you could have a separate partition
that can be dialed, but could be excluded from the presence CSS.  For
instance, execs could have their own partition (presence denied) and
that partition could be in all the same CSS's as the normal directory
numbers, but excluded from the presence CSS... They can be reached by
phone all the same at that point, but have privacy when it comes to
presence.

I think in general it is a good practice to have a separate CSS, just in
case you want to implement that level of privacy in the future... Then
you can simply swap partitions in and out of the presence CSS instead of
having to retouch the devices.

If you don't think you'd ever have that use case, just use the device
CSS as the SUBSCRIBE CSS.

Yep pretty much you only need something different if you want people to
be able to see the presence of a different set of people than that which
they can actually call. Why you'd want that is beyond me but hey the
option is there

 Going to install Presence and looking at rolling out "Subscribe Calling
Search Space" across our cluster. Looks like you could use the same CSS
that is used as the dialing CSS for each phone. Is it really that simple
or am I missing something here?
