[cisco-voip] Weird error trying to create a new route list

  On what CUCM version is this happening?

4.3 is impacted by *CSCsu25397 
<http://cdetsweb-prd.cisco.com/apps/goto?identifier=CSCsu25397>* which 
describes this behavior.

I was unable to reproduce this on 8.0.2.40000-1.

Otherwise detailed CallManager Admin logs would be a good place to look.
