[cisco-voip] Anyone ever see a T1 with CD, No alarms and be down...?

What does show serial 0/0/0:23 show? Does it show the line up but the protocol down? Clocking? Can't imagine it's anything but ESF and B8ZS. Assume you have restarted the router.
