[cisco-voip] callmanager 4.1(3) and secondary java login always coming up

I've had pretty good luck going between 7.1.3, 7.1.5, and 8.0 with the 8.0 RTMT.  Haven't tried any older CUCMs yet but hopefully things will be getting better.
