[cisco-voip] upgrade phone firmware

You can see an active loadID by doing a device search in RTMT (at
least in CUCM 7.1.5, never tried in previous versions). This probably
isn't optimal for a large number of phones though. Would be nice if
you could export results to CSV or something.

Hmm even with that looks like i'm only getting activeload for the java
based phones.. 40/60's don't seem to report it.

Unfortunately BAT looks like it only tells you if there is a
non-default load configured for the phone in the database, not
actually what the phone is running.
