There is a setting for this. I would check under the group config for starters. It lets you prevent users from book web-meeting.

Subject: [cisco-voip] Meeting Place Express

We are running Cisco MPE Ver 2.1.1.2.

Is there are way of restricting which users within MPE can book web licences?

So, when general users are scheduling a meeting, they can only select Voice + Video and therefore the http link isn’t sent in the calendar reminder and the web licences reserved?

Selected users should be allowed to book web / voice / video meetings.
