[cisco-voip] Cannot downgrade 7921 from 1.3.4SR1 to 1.1.1

Hi, in my CCME 7.0, i have upgraded all my 7921 running 1.2.1 to 
1.3.4SR1 due to roaming problems with 1131).
This did not solve the roaming problems and i wanted to downgrade them 
to the 1.1.1 firmware which seems not to have these problems.
But, i have done everything correctly (tftp bindings etc) but i still 
get in my 7921 "firmware upgrade failed"
right after it downloads this file:
