[cisco-voip] CUCM 7.0.1 , Subscriber does not show up in CM group configuration Window

I had this a while back during an upgrade from 6 to 7. I opened a TAC case, and it was decided that the sub's database config was messed up. I had to wipe it out, delete the sub from the database, and install it as a new Subscriber server to get it to come up. This isn't really a big deal as long as you have a backup of the TFTP and Music on hold files to repopulate manually. A bit time consuming.

SUB CM service was already started. I restart the service just a minute ago to confirm that. Still it didn't show up in CM group.
To me it's very wired.
Any suggestions?
