No comment on the coming DST so far.
Historically you have to back more than 6 years to have a peaceful
timechange:
CSCed37125 7970 does not work on January 1 2004 or after February 29

My favorite workaround for it was workaround #1, which was per cisco
bug notes:
"Do nothing and wait for time to automatically correct on March 15."
