[cisco-voip] Call Reject not working on voice port...

So, I have the following translation:

voice translation-rule 2
 rule 1 reject /^6305551212$/

voice translation-profile BLOCKED
 translate calling 2

And the call progresses fine to its destination.

It appears the call reject via translation doesn't do anything, the very
first line of the debug says it is just skipping the rule...

What is going on here?

Why does this not work...

This is a 2851 running 12.4.24T2
