CUE 7.0 uses the "honor system" licensing where you can get the 25-, 50-, xx-mbx license file from CCO.  CUE 7.1+ licensing changed, and you need to go through the PAK process.

Was this a upgrade to CUE 7.1? I ran into a bug where the upgrade from
CUE 7.0 to 7.1 doesn't give you the free port licenses it should come
from factory with. Had to open a P2 TAC case with Licensing to get it
fixed, Global Licensing didn't understand the problem.

That was exactly the problem and yes it is CUE 7.1.

You are missing the port licenses. I am guessing CUE 7.1
