When you say massive performance hit, what do you mean? Just a rough guess.
Case in point, we have Unity Express boxes, IPCCx boxes. Does each CTI port shave the load capacity down by 100 phones or something?
We also have a Cistera appliance that uses CTI super provider to monitor all 8000 phones or so.

SRND is 'guidance'. The most respected source today are the capacity calcaulators which are currently only accessible to partners:

Maximum load is determined by devices, number of lines, and features being invoked. Anything using CTI is still a massive performance hit.
Net: it is not as simple as server X supports Y devices.

Also, since each gateway endpoint is a “device” is there a major weighting difference between FXO/FXS endpoints and PRI endpoints for capacity planning?
