Can I uninstall the Tandberg Plugin? Will this resolve the problem?

You'll have that problem if the file was ever installed on your server.
You can try this:
http://ftp.tandberg.com/pub/software/endpoints/cisco_call_manager_series
/CUCM_V5_V6_7/

Subject: [cisco-voip] DMA Export Failing - Tandberg
I am running DMA to upgrade a CM 4.13sr3a to UCM 7.13 and it is failing.
In the logs I have the following error.
ExportDatabase, returning [Failure- Tandberg.xml file is invalid and
needs to be replaced before upgrade. Please reinstall Tandberg with a
newer installation]
The customer does not have any Tandberg devices deployed. Can I rename
the Tandberg.xml file? If I need to reinstall the Tandberg, where do I
download the Tandberg files?
