[cisco-voip] CM upgrade path

I should not run into the bug you quoted below because I'm going to a 7.1.3b
rather then a 7.0, correct?  I see fixes in 7.0 releases, so i'm ASS - U (&)
ME ing it's fixed in 7.1.3b.
