[cisco-voip] Restrictive Dial

Hi

there is a requiremt that some extensions can dial only a few extensions and
nothing else.

For eg Extension A can Dial Extn B , C while rest of teh office can dial
each other no problem.

One way is to put the B and C in a different partition and allo that
Parttion to all extensions and Allow A 's CSS only access to patitions of B
& C , is there any other way..
