[cisco-voip] 7970 Issue - phones constantly restarting/rebooting

I had an ASA on an older version (8.0) causing the same issue.  The ASA was
inspecting the traffic, and since the SCCP protocol was a different version,
the ASA was dropping traffic it didn't understand.  We turn off inspection
of SCCP traffic till we could upgrade the ASA.
