I heard it on the grapevine that Cisco have moved to a agile development model for their UC products, so this will reduce the time to add new features.

Is this a good or a bad thing?

Personally I suspect this will introduce a number of new features with each release, however how complete will these features be and how stable, not just operationally but from a implementation/configuration point of view.
