[cisco-voip] Call Manager Group and SCCP CCM Relationship

The "sccp ccm" lines identify the priority order in which the sccp
device will register.
The CCM Group assigned to the device pool identifies a list of CCM's for
which ccm will allow registration for that device.
So - yes.
