[cisco-voip] CH no Owner

If you transfer to CallHandler it plays their recorded name, so I believe best practice is every call handler show have an owner/recorded name, including the example administrator.

in UC 7.x what happens if there is no owner of a Call Handler?  Everyone has access to change it?  Everyone is the greeting admin for that CH?
