[cisco-voip] Call Forward All doesn't like Line CSS when using the line/device approach

Call Forward all has two CSS; Primary and secondary.  But it doesn't look
like the two are able to use the device / line approach with the two CSS's.
 Is this a bug or is this working by design?  CM 7.1.5su2
