[cisco-voip] 7916 Firmware is not in CCM 8.0.3?

I've had two installs of CCMBE 8.0.3 and had to manually install the 7916 firmware on it. Has anyone else seen this? Took me forever to figure out the first time, thought I had bad modules for a bit.
The firmware is not there at all, device defaults is blank and the files aren't in the tftp folder structure.
