The clocking may cause issues with faxes, modem and voice quality. So
it definitely needs to be fixed. But I'd say you have another problem
that is not allowing the inbound calls to connect.
You need to do a "debug isdn q931" on your gateway and capture the output.
Capture a successful outbound call and a failed incoming call.
There will be a disconnect cause code and this will be your key. My
guess is it probably says "Unallocated / Unassigned Number"
In which case you would need to look at your CUCM VG config -
particularly inbound CSS, and check from the ISDN q931 what the called
number is, and see whether it is in the right format to be routed on
the CUCM.
