[cisco-voip] 7.1.5b cisco Install DVD saids it is 7.1.5.20000-6 ?

7.1.5b is 7.1.5.30000-1.

7.1.5a is 7.1.5.20000-6

CSCth71003 is the major difference. Unrestricted should only be used in 
countries which don't allow encryption:
